Instructions
- Cabbage Mixture: In a large bowl, combine the shredded cabbage, red and green bell peppers, and onion. Toss to mix evenly.
- Dressing: In a small saucepan, combine the sugar, apple cider vinegar, water, celery seed, salt, and black pepper. Simmer over medium heat until sugar is dissolved. Cool slightly.
- Combine: Pour warm dressing over cabbage mixture. Toss to coat. Refrigerate for at least 2 hours or overnight. Toss before serving.
