- 1 cup all-purpose flour (heat-treated)
- 1/2 cup mini chocolate chips
Instructions
- Preheat the oven to 350°F (175°C) and grease or line a mini muffin pan.
- Make the brownie base: Whisk together melted butter and sugar, add eggs and vanilla, then mix in cocoa powder, flour, salt, and baking powder. Scoop batter into muffin cups and bake.
- Prepare the cookie dough topping: Beat butter with sugars, add milk and vanilla, then stir in flour and chocolate chips. Form a soft dough.
