Preheat the oven to 350°F (175°C) and line a baking sheet with parchment paper.
In a medium bowl, whisk together the oats, flour, baking soda, cinnamon, nutmeg, and salt.
In a large bowl, beat the butter, brown sugar, and granulated sugar until light and fluffy.
Add the egg and vanilla extract to the butter mixture, mixing until combined.
Gradually stir in the dry ingredients until a soft dough forms.
Fold in the chopped apple and raisins.
Scoop rounded tablespoons of dough onto the prepared baking sheet and bake for 10–12 minutes, or until golden.
Cool on the baking sheet for 5 minutes, then transfer to a wire rack to cool completely.
